Jacob Rosenberg is a Morehead-Cain Scholar and Student-Athlete at the University of North Carolina at Chapel Hill.

Balancing the rigors of NCAA Division I athletics with a dual background in Business and Systems Engineering, Jacob operates with a discipline rarely found in modern development.

Louisville Metro Government

Before founding Project Bia, Jacob served with the Louisville Metro Government where he played a pivotal role in the city's technological evolution. He helped transition the city from a single AI policy into a comprehensive AI Governance Framework focused on responsible adoption with speed.

During this initiative, he authored the “Can Your AI Fix a City Problem?” RFP, a strategic framework for deploying $2 million in pilot technologies. He analyzed over 100 proposals from vendors including Fortune 500 companies to identify high-impact solutions.

His work contributed to policies designed to upskill a 6,000-person strong workforce, ensuring that the latest technology could effectively serve the city's 650,000 constituents.
